The 2021-2027 Erasmus+ programme brings over €28 billion (compared with €14.7 billion for 2014-2020) to support education, training, youth and sport. The budget will be complemented by about €2.2 billion from the EU’s external instruments.
What is ERASMUS + ?
The Erasmus+ programme aims to boost skills and employability as well as modernising Education, Training and Youth Work.
New elements
The 2021-2027 programme places a strong focus on social inclusion, the green and digital transitions, and promoting young people’s participation in democratic life.
As the programme says, developing digital skills and competences and skills in combating climate change, clean energy, artificial intelligence, robotics, big data analysis, etc. is essential for Europe’s future sustainable growth and cohesion. The Programme can make a meaningful contribution by stimulating innovation and bridging Europe’s knowledge, skills and competences gap.
For our sector it is particularly important that the programme supports the green transition as well as the European Pillar of Social Rights and implements the EU Youth Strategy 2019-2027.
Which opportunities for housing providers?
Erasmus+ offers mobility and cooperation opportunities not only in higher education but also in vocational education and training and in adult education.

Action 2 – Cooperation among organisations and institutions
Which supports:
1.Partnerships for Cooperation including:
- Cooperation Partnerships: to allow organisations to increase the quality of their activities, to develop and reinforce their networks of partners, to increase their capacity to operate jointly at transnational level and through exchanging or developing new practices and methods as well as sharing ideas.
- Small-scale Partnerships: aims small-scale actors and individuals who are hard to reach in the fields of school education, adult education, vocational education and training. With lower grant amounts awarded to organisations, shorter duration and simpler administrative requirements compared to the Cooperation Partnerships, this action aims at reaching out to grassroots organisations and newcomers to the Programme and less experienced organisations, reducing entry barriers to the programme for organisations with smaller organisational capacity.
Call open
Project consortium: min 2 organisations from two different Programme Countries. There is no maximum number of participating organisations in one partnership.
Duration of project: Between 6 and 24 months.
Apply at the National Agency of the country by 3 November at 12:00 (midday Brussels time). The project should start between 1 March and 31 May 2022. More info here.
2. Partnerships for Excellence including:
- European Universities: bottom-up networks of higher education institutions, through the development of joint long-term strategies for research and innovation,
- Centres for Vocational Excellence: supports the development of transnational platforms of centres of vocational excellence closely integrated in local and regional strategies for growth, innovation and competitiveness
- Erasmus+ Teachers Academies
- Erasmus Mundus Action
3. Partnerships for Innovation including
- Alliances for Innovation: fostering strategic cooperation between key players in higher education and vocational education and training, business and research – the “knowledge triangle” – to foster innovation and modernisation of education and training systems in identifying and supplying the right set of skills, knowledge and competences to match the future labour market demand in sectors and fields that are strategic for Europe’s sustainable growth and competitiveness.

Eligibility
Project should involve at least 4 programme countries, involving a minimum of 8 full partners. The partnership must include at least 3 labour market actors (enterprises or companies, or representative intermediary organisations, such as chambers, trade unions or trade associations) and at least 3 education and training providers (VET and/or HEIs), as full partners. There should be at least one HE institution and one VET provider involved as full partner in each proposal.
Duration of project: 2 or 3 years

Alliances for Sectoral Cooperation on Skills (implementing the “Blueprint”)

At least 8 Programme countries per project that involves at least 12 full partners. The partnership must include at least 5 labour market actors (enterprises or companies, or representative intermediary organisations, such as chambers, trade unions or trade associations) and at least 5 education and training providers (VET and/or HEIs) as full partners. There should be at least 1 higher education institution and one VET provider involved as full partner in each proposal.
Relevant eligible areas
- Construction: Building of residential and non-residential estates; Building of roads and railways; Building of utilities and civil engineering; Associated activities etc.
- Proximity & Social Economy: Social enterprises, associations and cooperatives aiming at generating a social impact etc.
- Health: Pharmaceutical products and equipment; Hospitals, nursing homes, residential care etc.
Duration of the project: 4 years

- Forward-looking projects: fostering innovation, creativity and e-participation, as well as social entrepreneurship. It will support forward-looking ideas based around key European priorities, and that have the potential of becoming mainstreamed and giving input for improving education and training, youth and sport systems, as well as to bring a substantial innovative effect in terms of methods and practices to all types of learning and active participation settings for Europe’s social cohesion.
