Mobilising for change and urgent appeals for solid social housing support in France

Call for action in the context of more than 2 million French households on the waiting lists for social housing

At the 84th Congress of the French Social Housing Union (USH) in Montpellier, a resounding call to action was issued to policymakers, urging immediate support for the beleaguered social housing sector.

A key demand was the elimination of the RLS (Réduction de Loyer de Solidarité) levy, which has severely restricted the sector's ability to invest in new housing initiatives. Additionally, the sector advocated for a swift reduction in the Livret A interest rate to alleviate financial pressures and spur housing construction.

"Many French people no longer see a horizon of progress after so many years. There is a fear of social decline, aging in poverty, losing cultural references, and the changing world around us, alongside an irrational fear of immigrants who, in fact, sustain our economy," USH President Emmanuelle Cosse emphasised. "Even if we may consider these fears unfounded, we must address them. The French need a credible public voice."

Participants also underlined the urgent need for stable, long-term regulatory frameworks, particularly concerning energy efficiency measures, to help social housing providers meet France’s climate targets. They called on the government to fulfill its commitments to financial support for ecological transition, particularly for energy renovation projects. The call for action at the congress highlights the critical need for government accountability to ensure the sustainability and accessibility of housing in France.
