Buildings have the largest potential for improving energy efficiency and mitigating greenhouse gas emissions. Decarbonizing the housing stock is very costly and creates a financial burden on inhabitants, often causing “energy poverty” among lower-income population. In the UNECE region which includes most of the “rich” countries in the world, almost 42 million face arrears on their utility bills and more than 52 million people cannot keep their home adequately warm. There is a need for implementing large scale housing renovation programmes that are affordable for all. Such programmes are essential to meeting the goals of the Paris Agreement and related SDGs.

Buildings at the heart of the EU’s new energy system

Our EU-funded project syn.ikia showing the way at #EUSEW21

This policy session will shed light on the potential that buildings offer for a successful transformation of the energy system by 2030 by empowering citizens at all levels and enabling the scale-up of holistic energy renovations. The speakers will present inspiring initiatives and best practices that are already in place at neighbourhood (Syn.ikia’s Sustainable Plus Energy Neighbourhoods), city (the MAtchUP project in València) and community level (REScoop’s citizen-led renovation). The presentations will highlight ways to empower residents to play a role in the energy transition while responding to their needs, especially lower-income households. These solutions place buildings in a broader and more interlinked context by reducing their energy use, acting as storage and ensuring a balanced grid, integrating renewables, using smart energy management systems as well as offering people a comfortable environment where to live.

Building renovation: Riding the wave

9:00-10:30 CET | Housing Europe shares its view on the review of the EPBD during the EU Sustainable Energy Week

Tune in for this EU Sustainable Energy Week session to hear about the latest developments on the implementation of the Renovation Wave and the review of the EPBD. Housing Europe will take the opportunity to present the view of the public, cooperative and social housing sector in Europe on the upcoming directive, ahead of the adoption by the end of the year.

A Citizen-led Renovation Wave

16:00 - 17:30 CET | Housing Europe joints forces with fellow organisations at #EUSEW2021

Accelerating home renovations in Europe, and the targets laid out by the European Green Deal, will not succeed without adequately involving and supporting the 195 million households that live in those homes. This means empowering citizens to take action, provide adequate support, and strive for renovations that result in comfortable, healthy, safe, and affordable homes. This session showcases how citizens across Europe – both tenants and homeowners – are already participating in renovation projects and highlights what can be done at the European and Member State level to support this growing citizen-led renovation movement. This will be followed by a discussion with the speakers and the audience on how to ensure that the Renovation Wave delivers healthy, safe, affordable, and energy efficient homes for all. The session brings together contributions from social, public, and cooperative housing providers, regional actors, consumer and tenants perspectives, and energy communities.

Housing Solutions Platform Debate on the Collective Housing Transformation

11 October, 14:00 – 16:00 CEST

Systematised emergency accommodation is a reactive, disorganised and segmented response to homelessness. As the main response to homelessness, generalised and institutionalised, it is an ineffective, inefficient and unsafe solution. Indeed, solving homelessness requires long-term affordable housing, sometimes integrated with support services. Where is long-term affordable housing going to come from? How can it be made available quickly and at-scale whilst ensuring adequacy?

Ending Homelessness post-Covid 19: what social housing policies and partnerships?

The pandemic has clearly demonstrated the importance of securing access to adequate and affordable homes. Not having a home or living in overcrowded housing were some of the strongest predictors of Covid19 infections. Homelessness increased rapidly over the last decade, and further increases in the number of people who experience homelessness and severe housing exclusion is likely in the aftermath of the pandemic.
