Institute of Housing and Urban Rehabilitation
The Institute of Housing and Urban Rehabilitation (Instituto da Habitação e da Reabilitação Urbana) is a public organisation that promotes national housing policy in Portugal. It operates as a public institute with a special regime and participatory management, integrated into the indirect administration of the Portuguese State. The IHRU is endowed with administrative and financial autonomy and possesses its own assets, executing the Government's responsibilities in housing under the supervision of the relevant Government member.
The mission of the IHRU is to ensure the implementation, coordination, and monitoring of national housing policy and the programmes defined by the Government in areas such as housing, housing rental, and urban rehabilitation, in complement with local and regional policies.
The IHRU owns and manages a housing stock of 14,000 homes intended for social and affordable rental, distributed throughout the country.
Additionally, the IHRU is the intermediary managing entity of the Portuguese RRP (Recovery and Resilience Plan) EU funds for investments in the Access to Housing Support Programme, National Urgent and Temporary Housing Accommodation, and Affordable Public Housing. This work is carried out alongside municipalities, third-sector entities, and citizens, addressing structural and permanent or temporary housing needs.
"Housing Europe is an important part of a strategy to open up, establish a network, build a new paradigm for public housing in Portugal and strengthen the national housing policy," IHRU stated.
